So far, 25 provinces have submitted a pilot plan for the whole county. From the perspective of the industry, this indicates that the industry structure is about to undergo major changes.

Among the 25 provinces that have submitted the county-wide pilot program, the economically developed provinces have reported a relatively large number of pilot counties, with an average of about 20 pilot counties reported in each province.

According to the pilot non-approval principle previously announced by the National Energy Administration, the entire county promotion plan can be implemented only through provincial approval.
